The complete ICBC + private-sale checklist.
A step-by-step guide to buying a used car privately in British Columbia without getting scammed, stuck with a lemon, or owing tax you didn't plan for.
01. Before you meet the seller
- Run a PPSA lien search on the VIN ($8-20 via BC's Personal Property Registry).
- Request the seller's ICBC Vehicle Verification Report (claims history, lien check).
- Cross-check the VIN across the dash, door jamb, and registration documents — they must match.
- Reverse-image-search the listing photos to confirm they're not lifted from another ad.
- Check the seller's profile age and other listings. Curbsiders often list 3+ cars at once.
02. At the meeting
- Meet in a public, well-lit place — ICBC broker parking lots and RCMP station lots are common picks.
- Do a cold-engine start — listen for knocks, smoke, and warning lights.
- Walk around the car, check panel gaps, paint overspray, rust, and tire wear.
- Inspect under the car (or have a mechanic) for leaks, rust, and frame damage.
- Verify the seller's ID matches the name on the registration (ownership permit).
03. Before you pay
- Get a pre-purchase inspection from an independent mechanic ($150-250). It's the best $200 you'll ever spend.
- Confirm there are no liens: have the seller come to their bank to discharge any loan, or pay off at the bank directly.
- Sign a Bill of Sale with full legal names, VIN, odometer reading, sale price, and date. Both parties keep a copy.
- Pay by bank draft or Interac e-Transfer to the seller's verified account, not a third party.
- Get the ownership permit (signed), the Bill of Sale, and any service records.
04. After the sale (within 10 days)
- Submit the transfer to ICBC: take the signed ownership permit + Bill of Sale + lien search to any ICBC broker.
- Pay the transfer fee and PST/GST at the broker.
- Get your new insurance (Autoplan) before you drive.
- Update the registration to your name and address.
- Keep the Bill of Sale for at least 2 years (3 recommended) for tax / warranty disputes.
